The state of Iowa does not allow the AOI to be completed electronically. Businesses can access the form, sign and upload below.

- An Agreement of Intent (AOI) is not required. The AOI only documents training that may begin before an application is filed. The AOI does not reserve funds, does not guarantee funding, and does not give an application priority over any other submission.
- Training that takes place after the AOI is signed may be eligible for funding if the application is submitted and approved.
- Once an AOI has been paired with an application, a new AOI is required for any future application.
